"Unequal load balancing"

Есть 2 cisco 1721 (каждая с 3 eth). Соединенны между собой по НС (первый Eth) ~1Mb  и по Radio Ether (второй Eth) ~2Mb. Поднят EIGRP c variance 128 и CEF (load sharing per-packet).  Вопрос в том что не могу получить 3Мб. Если включенны 2 канала - получается 1 Мб, если один из каналов отключить - то второй работает на полную. В чем могут быть грабли. Или у кого есть пример конфига для подобной ситуации.
