В доках на cisco сайте по этому поводу какая-то чушь - типа шум в линии или что-то вроде.

Frame это значит "кадр", т.е. пакет информации. По поводу остутствия связи, т.к. инкапсуляция PPP скорее всего проблемма в настройке PPP, например в авторизации или идентификации. Так что sh run в студию.
